Division Three adopts salary control experiment

In an experiment designed to keep clubs out of debt, the clubs in Division Three have agreed to abide by a scheme that will prohibit clubs from spending over 60% of their turnover on player wages and 75% of their turnover on total staff wages. Clubs that do not reach these guidelines will face punishments ranging from fines to point deductions.

The FL had discussed this move in meetings during the 2002/3 season, but it's official as of yesterday.

While it sounds like a sensible step, I have two concerns: 1) What good are fines for clubs that are already in debt going to do? and 2) What if a club is really struggling to bring in cash? If gate receipts are low and the club isn't making much money with transfers--not to mention the low television revenue thanks to the ITV fiasco of a few years back--yet the club isn't spending much money on expenditures, the club will still struggle to afford a full squad.
